Digital technologies have transformed every dimension of international relations and Muslim world engages this transformed landscape with varying degrees of capacity, sophistication, and sovereignty. From cyber warfare capabilities to surveillance states, from social media manipulation to digital sovereignty efforts, from AI development to data governance, the digital realm represents new frontier where geopolitical competitions play out with particular implications for Muslim populations and governments. Understanding digital geopolitics’ Islamic dimensions proves essential for comprehending contemporary and future Muslim world positioning. Cyber capabilities distribute unevenly across Muslim world. Few Muslim countries possess significant offensive cyber operations: Iran has demonstrated considerable capability (attacks on Saudi Aramco, banks, US targets); Israel (not Muslim but regional actor) maintains advanced cyber military; Gulf states are developing capacities through acquisition and local talent development; Turkey has invested in cyber capabilities amid regional tensions; most other Muslim countries remain largely cyber-vulnerable without substantial offensive capacity. Defensive cybersecurity varies similarly: financial sectors in Gulf states protect reasonably well; government systems across Muslim world suffer chronic vulnerabilities; critical infrastructure (power grids, water systems, communications) often inadequately secured. This capability gap exposes Muslim countries to espionage, disruption, and potential destruction by more capable adversaries. Digital surveillance represents perhaps most concerning dimension for Muslim populations. Authoritarian Muslim states employ sophisticated surveillance technology against domestic populations: facial recognition systems monitoring streets and mosques, social media surveillance tracking dissent, communications interception penetrating encrypted applications, social credit-style systems evaluating citizens’ compliance. Space represents domain where Muslim countries can potentially achieve parity with established powers through focused investment though most remain far from that point currently. Information warfare specifically targeting Muslims requires examination. Anti-Muslim propaganda spreads efficiently through digital channels: coordinated disinformation campaigns promoting Islamophobia, fabricated content depicting Muslims negatively, amplification of extremist Muslim voices to paint all Muslims as threatening, historical distortion erasing Muslim contributions to civilization, and conspiracy theories (Great Replacement, Eurabia, etc.) gaining mainstream traction. Countering this information warfare requires capabilities most Muslim actors lack: rapid detection, authoritative rebuttal, platform reporting, alternative narrative promotion, and research documenting patterns. Individual efforts by Muslim content creators help but insufficient against organized state-level or well-resourced non-state campaigns. Digital divide within Muslim world creates internal stratification. Urban elites in Gulf states, Turkey, Malaysia, and elsewhere enjoy world-class digital connectivity while rural populations, refugees, poor urban residents, and populations in conflict zones lack reliable internet access. This divide exacerbates existing inequalities: educational opportunity, economic participation, political voice, healthcare access all increasingly depend on digital access. Closing internal digital divide should priority for Muslim development agendas but often loses attention to glamorous frontier technologies (AI, crypto, space) benefiting already-connected elites. Children’s digital environments warrant specific attention. Muslim youth spend increasing screen time on platforms exposing them to inappropriate content, predatory contact, ideological manipulation, and addiction dynamics. Parental digital literacy varies enormously; schools rarely provide adequate digital citizenship education; religious institutions often lack capacity to address online realities. The generation coming of age digitally will shape Muslim world’s digital future their skills, values, and habits determining whether Muslim populations thrive as digital participants or remain vulnerable digital subjects. Neither uncritical embrace nor reactionary rejection serves Muslim interests; discerning engagement that harnesses beneficial technologies while mitigating harms, that builds indigenous capacity while maintaining productive international connections, that preserves Islamic values while adapting to changed circumstances this balanced approach offers best path through digital geopolitical terrain that will only grow more complex and consequential.
